What is the Local Transport Plan?

All transport authorities must develop and regularly renew a Local Transport Plan (LTP) for their area. Local Transport Plans look at transport needs and challenges and set out different ways to tackle those challenges.

The Mayor’s West Yorkshire Local Transport Plan guides all transport policy and investment in the region, setting the strategic direction for the future of transport across West Yorkshire, as well as the policies and investment that will help us get there.

Our current Local Transport Plan, the West Yorkshire Transport Strategy 2040, was adopted in 2017 and now needs updating. It set out our vision for what would become the Weaver Network - a world-class and well-connected transport system that makes travel around West Yorkshire easy and reliable.

The Mayor’s new West Yorkshire Local Transport Plan, which we are now developing, builds on our progress and sets out the next steps in delivering the Weaver Network. It recognises the transformational changes and developments made in West Yorkshire since 2017, including:
  • Our devolution deal and the election of a Mayor of West Yorkshire, and progress towards a single funding settlement.
  • Our declaration of a climate emergency and our commitment to the creation of a net zero carbon economy by 2038 (with significant progress by 2030).
  • The progress made to bring buses back under public control, following the Mayor’s decision to introduce a franchising scheme.
  • Our progress on the delivery of Mass Transit for West Yorkshire, including a consultation on our preferred scheme in 2026.
  • Our commitment to Vision Zero, an initiative to eradicate all deaths and serious injuries on our roads by 2040.
  • The signing of the White Rose Agreement, setting out how the mayors of West, North and South Yorkshire will work together for growth, connectivity and community safety.
  • The introduction of the Weaver Network, our new integrated transport brand.

This consultation is open between Tuesday 29 July and 11:59pm on Tuesday 21 October. If you want to have your say, please make sure you respond before this time.

The consultation is open to anyone who lives, works, or visits in West Yorkshire. You can answer as a member of the public or in an official capacity, for example as a Member of Parliament, statutory consultee or representative of a business, organisation, or group. Please be aware if you are answering in an official capacity your response will be published.

Development of the Local Transport Plan

Whoever you are and whatever your interest in transport, we want to hear from you. We are developing this Local Transport Plan over two phases.

The first phase involved developing the vision, objectives and principles for West Yorkshire’s transport network. We engaged with the public and stakeholders about this between July and September 2024. You can find out more information about this engagement, including the Engagement Outcome Report.

In this second phase, we have used the feedback received during the engagement in 2024 to help write the draft Local Transport Plan, including the policies we are proposing and our plan for delivering them as we transition to the Weaver Network.

Our vision for this Local Transport Plan is the Weaver Network - a leading transport network for West Yorkshire - benefitting people, places and our planet by embedding sustainable transport choices to enable the economy to grow.
